Alderman Frank Denning (1864-1916)

Alderman Denning was Mayor between 1913-16 and had the satisfaction of being the first mayor provided by the South Norwood Ward.  He had thirteen years experience of municipal affairs and was a hard-headed business man.  He was Managing Director of the uninterrupted successful Company Welford's Surrey Diaries Ltd and was connected with practically all the leading London dairy companies and of many of them was a director.  He had enjoyed some of the highest honours the trade could bestow and in his own special business stood as a front rank expert. 

Perhaps the greatest compliment paid him was his election in 1912 as Chairman of the Tramways Committee.  Probably no  department of the Corporation at that time called for greater business capabilities.  Alderman Denning carried out those duties in a way that gained the admiration of the whole Council and complete confidence of the businesses.

The business point of view transcended his ideas when taking over the Mayoralty revealing itself chiefly in a scrupulous regard for economy.  During the war his labours were enormous but he rose to the occasion and complied admirably.  His first great task was to form and guide most successfully, the organisation of the National Relief Fund in Croydon.  Among a host of other war activities, the greatest of all was his work in connection with the local recruiting efforts.
